Dear Speaker Quinn,
For the last few months, I have been delighted to call New York home while filming a new TV series. However, one downside to living here is seeing the horses who are forced to pull carriages day in and day out. It’s surprising to me that a city known for its progressive spirit still allows this cruel and dangerous tourist trap. Several accidents over the past few months highlight the immense safety hazard and lack of regulation of this industry: At the end of 2011, within just a couple of weeks, two horses collapsed in the middle of traffic and one nearly hit several taxis on 59th Street. That is why I am joining PETA and NYCLASS in support of Intro 86A—a new initiative that offers an economically smart and practical solution to the outdated horse-drawn carriage industry.
I urge you to approve the pilot program that, at no cost to the city, will phase in two versions of the electric vintage-replica cars to replace the carriages. If the cars prove successful with patrons, they will then become long-term replacements. Trading in horse-drawn carriages for eco-friendly cars is a responsible way to modernize the industry while keeping that Old World New York charm and creating alternate jobs for horse-drawn carriage operators.
Please support this important effort. The electric cars are clearly a more humane and sustainable option for New York City.
